Tinapa Business Resort: Dach von Bemo Systems

Logistische und kulturelle Herausforderungen in Nigeria

„Tinapa bedeutet Business“ – so beschreiben die Betreiber das erste integrierte Geschäfts- und Freizeit-Zentrum, das „Tinapa Business Resort“ in Calabar in Nigeria. Rund 80.000 m2 Fläche mit zahllosen Handels-, Einkaufs- und Vergnügungsmöglichkeiten sowie die unmittelbare Nähe zur Calabar Freihandelszone sollen das „Tinapa Business Resort“ zu einem Dubai Afrikas machen, das sowohl Investoren als auch Touristen anzieht.

Für die Überdachung der vier großen Lagerhallen im Shopping-Komplex sowie für das Dach eines Kinos und des Kasinos produzierte der Profilhersteller Bemo Systems aus Ilshofen insgesamt 48.000 m2 Aluminiumprofile.

Im Jahre 1999 verpflichtete sich Donald Duke, Governor des nigerianischen Bundesstaates Cross River, die Wirtschaft des Staates voranzutreiben, auf neue Beine zu stellen und so neue Arbeitsplätze zu schaffen. Seine Lösung: die Errichtung eines Geschäfts- und Tourismuszentrums nach dem Vorbild von Dubai, Hongkong und Singapur in der steuerfreien Zone von Calabar, der Hauptstadt von Cross River. Am 2. April 2007 wurde das „Tinapa Business Resort“ eröffnet – als die zukünftige Wirtschafts- und Handelsdrehscheibe West Afrikas mit internationaler Bedeutung.

Für den ökonomischen Aufschwung soll das „Tinapa Business Resort“ mit einem in der Region noch nie da gewesenen Angebotsmix sorgen: der Status als Freihandelszone, mehrere Großhandelszentren, zahllose Einzelhandelsgeschäfte, Hotels, Freizeitmöglichkeiten und touristische Angebote von Kinos, Kasinos und Spielhallen über Bars und Restaurants bis in zu Wassersport-Attraktionen, einem Golfplatz und einer Krokodilfarm. Und nicht zuletzt der Bereitstellung einer ununterbrochenen Strom- und Wasserversorgung. „Das ist in Nigeria wirklich etwas Besonderes“, erklärt Norbert Reihs, Projektingenieur bei Bemo Systems und Leiter des Projektes „Tinapa Business Resort“. „Und steht für mich symbolisch dafür, dass in Nigeria vieles, was für uns in Europa selbstverständlich ist, ganz anders verläuft.“

Zeltdach mit Aluminium-Stehfalzprofil

Die Arbeit des Bemo Systems-Teams im „Tinapa Business Resort“ dauerte von Juni bis Dezember 2006. Verlegt wurde in dieser Zeit rund 48.000 m2 blankes Aluminium-Stehfalzprofil des Typs 65/305 in einer Stärke von 0,7 Millimetern. Die vier Lagerhallen erhielten ein Zeltdach, eine eher seltene Dachform, da sie einen quadratischen Grundriss voraussetzt. Grundlage des Daches bildete eine Trapez-Tragschale aus 0,75 Millimeter starkem Profil des Typs 35/207.

Unter die 60mm Dämmung wurde innenseitig eine Dampfsperre eingebaut, außenseitig eine weitere Dampfsperre, um den aufgrund des Klimas unterschiedlichen Kondensationssituationen Rechnung zu tragen. Danach wurden Omegaprofile mit bereits vormontierten Haltern direkt auf die letzte Dampfsperrschicht montiert. Bauphysikalisch lässt sich so der durch die heftigen Regenfälle entstehende Schall unterbinden. Durch die Verbördelung der Stege entsteht eine geschlossene Dachfläche von höchster Dichtigkeit. Die Bahnen wurden in einer Länge von bis zu 50 Metern direkt vor Ort auf das Dach produziert.

Bauprojekt mit besonderen Ansprüchen

„Das Außergewöhnliche an diesem Projekt waren jedoch weniger die technischen Ansprüche als die logistischen und vor allem kulturellen Gegebenheiten“, beschreibt Norbert Reihs seine siebenmonatige Arbeit in Nigeria. „Wir mussten die vorher durchdachte Baustellenorganisation bereits in der ersten Woche komplett neu entwickeln.“ Die Kunst lag in der Eintaktung der Monatesequenzen in Abstimmung mit einer rund sechswöchigen Lieferzeit aus Deutschland. Hinzu kam die Tatsache, dass in Nigeria sehr viel Material und Werkzeug gestohlen wird. „Man muss mit einer ‚Schwundrate’ von 25 bis 30 Prozent rechnen“, so Reihs. „Hätten wir uns unter diesen Voraussetzungen kein System einfallen lassen, hätte wir echte Probleme bekommen.“ Am Ende sei daher jede einzelne Schraube in Papierform über Reihs Schreibtisch gegangen.

„Außerdem wurden die Arbeiter in Gruppen eingeteilt und erhielten je nach Funktion und Truppe farbliche Westen“, erklärt Reihs weiter. „Damit war jederzeit erkennbar, ob sie sich berechtigterweise an einem bestimmten Ort aufhielten. So schafften wir es, die Schwundrate auf unserem Gelände auf fünf bis sieben Prozent zu drücken“, berichtet der Projektleiter stolz. Ein ganz anderes Problem stellten die mangelnde Arbeitsgewöhnung und der ethnische Hintergrund der Arbeiter dar. „Wir sahen uns plötzlich mit der Aufgabe konfrontiert“, so Reihs, „60 Arbeiter ohne Vorbildung und Arbeitserfahrung, die zudem aus verschiedenen Stämmen stammten und unterschiedliche Dialekte sprachen, zu einem funktionierenden Team zu machen, das termingerecht und nach europäischem Standard arbeitet.“ Auch hierfür fand sich eine Lösung: Unter Aufsicht eines Supervisors arbeiteten die Arbeitskräfte in Gruppen von zehn bis zwölf Personen – immer unter Berücksichtigung ihrer Stammeszugehörigkeit. Anreiz und Motivation schaffte ein dreistufiges Aufstiegssystem: „Die anfallenden Aufgaben wurden hierarchisch eingeteilt – von den körperlich anstrengenden auf der untersten Stufe bis hin zur Spezialtruppe, die Anschlüsse montierte, auf der obersten. Und wer Einsatz zeigte, konnte aufsteigen.“

Free Trade Zone:

The Tinapa Free Zone & Resort is administered by the Business Resort Free Zone Company (TBRFZC), a subsidiary of Tinapa Business Resort Limited (TBRL).

The project site, measuring approximately 265 hectares of land, was on the 15th of August, 2006, declared a Free Trade Zone by the President of the Federal Republic of Nigeria pursuant to the provisions of Section 1(1) of the Nigeria Export Processing Zones Act No. 63 of 1992.

Activities at the Zone are therefore regulated by this Act in addition to the Federal Republic of Nigeria Official Gazette No.7, Volume 96 dated 30th January, 2009 and titled “Tinapa Free Zone and Resort Regulations, 2009”.

Wilderness experience: A trip to the Park is primarily important for exploring one of the oldest rainforest in the world. The dense canopy, the tree trunks with their huge buttresses, the coolness of the environment, the freshness of the air and the sweet songs of the forest can never fail to lift even the most casual visitor into that tranquil realm of the soul. The 12km Erokut jeep track and nature foot trails at Erokut – Akamkpa have bee specially developed for this experience. Gorilla tracking: Of the many animal life forms in the Park, the most important is the Cross River Gorilla a sub species that is endemic to the Park in all of West Africa. Those wishing to track down the gorilla especially in Okwangwo Division, must be prepared however to camp in the Park for a minimum of one week at least. Game viewing: Visitors to the Park may be lucky to view animals while on a visit to the Bashu salt lick in Okwangwo Division or Mfameyin salt lick in the Oban Sector of the Park or Erukot Gate near the Park Head Office, Akamkpa. .

Mountaineering/Hiking: Active tourist can dare the Mbe Mountains by climbing to the summit or they can make the long haul trekking/climbing from Butatong through Balegete to the summit of Obudu Plateau.

Bird watching: The montane grassland and relic forests of the Obudu Plateau offer opportunity for bird watching. There are over 200 species on the plateau.

Botanic garden and Herbarium: The well laid out botanic garden and herbarium in Butatong are open nature classrooms, which offer opportunity for environmental education and biological research. Important species, which will be noticed in the garden are Anceistocladius Korupensis and Prunus africana.

Sport Fishing: Visitors can also go on sport fishing in the Park.

Boat cruise: Tourists can cruise on the Cross River in the Park’s Motor boat.
